It is impossible for you to apply for visa on arrival if entering Vietnam by bus from Laos, Cambodia, Thailand or China. However, believe that the process always requires more than 2 working days and the visa fee depends on length of your stay and type of your visa as well. At several Vietnam embassies, mail submission is acceptable. Therefore, if you can not apply in person, you can post your visa application accompanied by a prepaid return envelop to the embassy.
